Recently, the European Parliament passed an important directive, extending the exemption from road tolls for hydrogen fuel and electric trucks until June 30, 2031. 1. Policy Background and Objectives 

Hydrogen fuel cells and electric trucks, as zero-emission solutions for heavy-duty transportation, face high purchase and operation costs. Although they have significant advantages in terms of environmental protection and sustainability, their cost disadvantage has always been a key obstacle preventing their large-scale promotion in competition with traditional diesel trucks. The European Parliament's recent extension of road toll exemptions aims to reduce the total cost of ownership (TCO) of hydrogen fuel and electric trucks, making them more competitive in terms of operating costs, thereby accelerating the market penetration of zero-emission vehicles.

2. Policy Implementation and Industry Response 

According to the updated instructions, each member state will have the right to choose whether to fully or partially exempt hydrogen fuel cell and electric trucks from road usage fees. This policy adjustment is in line with the EU's 2030 carbon dioxide reduction target and creates favorable conditions for the wider deployment of zero-emission vehicles. However, due to the voluntary nature of the implementation of this directive, the implementation situations vary significantly among member states. 3. The "Weaknesses" of the Policy and China's "Strengths" 

It is worth noting that this directive from the EU grants member states a "choice" rather than a "mandatory obligation". This means that the implementation of the policy will be fragmented, potentially leading to the formation of a patchwork map of "concessional toll policies" across Europe. For a hydrogen fuel truck departing from Germany (which enjoys a toll-free policy), when passing through member states that have not yet implemented this policy, its TCO advantage will instantly disappear. Such uncertainty is undoubtedly a major concern for logistics companies that need to undertake cross-border long-distance transportation. 

In contrast, China has demonstrated certain institutional advantages in policy implementation. Whether it is the national-level demonstration urban agglomeration policies or the unified planning by provincial governments, they are more likely to create a unified and predictable policy environment within a region. This environment is crucial for the large-scale promotion of new technologies and the early exploration of business models, as it significantly reduces the uncertainty costs for market participants.

4. Industry Insights and Future Prospects 

The EU's extension of the toll reduction policy is a correct and necessary step on the path to commercializing hydrogen-powered heavy trucks. It, along with China's relevant policies, jointly validates the effectiveness of initiating the market by reducing TCO. However, this is merely a small piece of the grand blueprint. The key to future competition lies in who can build a more efficient ecosystem that integrates policy incentives, infrastructure, and technological iteration more quickly. 

For professionals in the hydrogen energy industry, paying attention to the actual construction progress of hydrogen refueling infrastructure in various countries will provide a more accurate insight into the real turning point of the hydrogen truck market explosion than merely focusing on subsidy policies.
